From the notes of Deborah Ruiz Wall, Press Secretary to the the Leader of the Opposition, 1973, in Papua New Guinea:

The 1974 timetable for PNG independence is incongruous with the sad realities that the country is virtually unprepared even for self government at this stage.

Even Australia’s promise of continuous aid does not assure the country of economic stability. This manoeuvre, however, is Australia’s easy way out to wash her hands of PNG responsibility and at the same time destroy her unpopular colonialist image abroad.

Another problem for PNG is illiteracy. The highlands violence dramatizes myopic reasoning and educational limitations which could prove disastrous for a country desirous of early self government and independence.

The Bougainville secessionist movement demonstrates the basic problem of cultural disunity. What makes this worse is the existence of 700 different languages that can break the ‘wantok’ apart.

Somare’s government now sees the possible repercussions of an immature PNG independence: uncontrolled internal strife.
